Now more than ever it is critical that we all join together in order to push for the rights of those who can't speak for themselves. What happens in Harrisburg, impacts everyone from our urban members to our rural members.

Join us on On Monday evening, April 6, at the 2020 Small Business Day Beer & Jazz Reception. Then, Tuesday morning, April 7 for Legislator visits at the Capitol.    From this page you will find everything you need to attend from directions to parking garages and maps of the capitol complex to the photos and addresses of the very legislators that are making choices that impact you and your business.

Join with other small business owners and lawmakers in Harrisburg for NFIB Pennsylvania’s biggest annual event, Small business Day at the Capital, April 10 and 11. The two-day event kicks off April 10 with NUCA PA Legislative Face-to-Face meetings with key Legislators.  At 5:30 p.m is a cocktail  followed by a gala dinner at the Harrisburg Hilton starting at 6:00 p.m.
 
On the morning of Wednesday April 11, a continental breakfast will be served at the Hilton for those who wish to attend.

Pittsburgh based national political reporter for the
Washington Examiner.
 
 

Our keynote speaker is Salena Zito, a Pittsburgh based national political reporter for the Washington Examiner, an enterprise columnist for the New York Post, host of SIRIUS XM POTUS show Main Street Meets the Beltway, and the author of the upcoming book: The Great Revolt; Inside the Populist Coalition Shaping American Politics. Zito has traveled over 400,000 miles across the county in her career, using only back roads, avoiding planes and interstates, to be able to detect and understand cultural and economic changes in the country. In 2016 she interviewed all 22 candidates on both sides of the aisle running for their party’s nomination for president including Hillary Clinton and Donald Trump. In May of 2017 she interviewed President Donald Trump in the White House.

  • Economic Loss Doctrine (Standby Time) - Excavation Technology vs. Columbia Gas Supreme Court Decision - This decision goes against the principles of the PA One Call safety issue and payment for Standby time should be considered to promote good safety practices and save money on utility relocates
     
  • Plumbers' Licensure - HB 442 and SB 183 - The definition found in these bills is of concern to NUCA PA members.  A cost/benefit analysis should be done to quantify the value of this licensing bill.  NUCA PA opposes these bills as currently written.

     
  • Project Labor Agreements (PLA's) - Fair and open bidding is the clear message here.
     
  • Separations Act - modernizing the law to allow for choice in project delivery gives the public entity the ability to choose the best option for their project:

  • Procurement Code Changes - Saving money in hard times can be as simple as including Standby time language in the law.

Our April 11 program begins with registration and breakfast at 7 a.m. Speakers for the April 11 morning session, include: 

 

-- DEP Secretary Patrick McDonnell, who will discuss new, streamlined permitting processes being implemented by his agency;

 

-- State Treasurer Joe Torsella, who will discuss a recent task force he convened to examine the crush of soon-to-be-retired baby boomers who are falling short of retirement security. Torsella is leading a bipartisan effort to create state sponsored retirement accounts for private-sector employees. 

 

-- State Sens. John DiSanto and Michele Brooks, and state Reps. Dawn Keefer, and Daryl Metcalfe, who will discuss a package of legislation to mirror federal regulatory relief reforms and permit reforms.

 

-- State Reps. Mark Mustio and Seth Grove who will discuss legislation to prevent local governments from enacting burdensome mandates like Philadelphia’s Soda Tax and other costly mandates.
