DEP Publishes Stormwater Best Management Practices Manual
On April 15, 2006, the Pennsylvania Department of Environmental Protection ("DEP") published proposed changes to the Pennsylvania Stormwater Best Management Practices Manual. This "final draft" of the manual provides guidance for stormwater management utilizing Best Management Practices ("BMPs") in Pennsylvania, with an emphasis on preserving on-site and off-site pre-construction hydraulic conditions. The draft manual is intended to be a resource for all persons conducting or planning to conduct activities that require a written Post-Construction Stormwater Management Plan. It identifies many structural and non-structural techniques and technologies that have been identified as BMPs.
The draft manual is available on the PUCA website or DEP's website - www.dep.state.pa.us From the DEP's home page, under "Quick Access," choose "Public Participation," then click on "Draft Technical Guidance."
The DEP is holding two public meetings (from 1:00 P.M. to 4:00 P.M. and from 6:00 P.M. to 9:00 P.M.) on each of the following dates: May 2 at the Ross Township Municipal Building in Allegheny County; May 4 at the Rachel Carson State Office Building in Harrisburg; and May 8 at Lehigh Carbon Community College, Schnecksville Campus, Lehigh County. In addition, the DEP is accepting public comments on the draft manual until June 14, 2006.
